In the Bounty Service Plan Settings article it was described under which circumstances that a new bounty request and re-contract bounty requests will be sent to the Telstra WME Platform. This article goes into more depth as what services are eligible for new and re-contract bounties.

In some instances where a bounty request has already been generated, in some circumstances a new bounty request will be sent anyway under the following circumstances.
At present the pollers for New/re-contract/Maintain Bounty requests will run every three hours.
A new event type has been created to notify a selected recipient when a bounty request was sent to the Telstra WME platform and provisioning of the request failed. Please see the Event: Bounty Provisioning Halted page for detailed information on the event.
In a porting scenario where the previous provider being churned away from is a user of the WME Platform, a bounty request will be sent off and eventually marked "Force Approved", however this is not a true approval in the sense that no actual bounty will be received from Telstra in these cases. Emersion only sets the bounty to Approved so when the services comes up for re-contract, the system sends of a re-contract claim bounty request. When the re-contract request is sent, Telstra will honour the bounty.
